Revision of the Citizens Clean Elections program, HB 2651 (.pdf), is up for a vote today on the Third read Calendar of the House.
HB 2651 will bring back the $5 income tax check off box for Clean Elections and allows, but does not require, the Clean Elections Commission to do three new functions:
1. Fund officeholder accounts.
2. Fund new elections equipment.
3. Fund new voter outreach and education on ballot measures and judicial
retention elections.
These policy goals strengthen the Act and further the intent of voters to reduce big money influence over government and increase voter participation in elections.
The Voter Protection Act, (Prop. 105, 1998) requires a three-fourths majority vote to pass.
