Cesar is a Principal Planner with the City of Tucson’s Planning & Development Services Department and Project Manager of the Plan Tucson Update. Before working in PDSD Cesar was the Housing Program Manager for the City of Georgetown, TX during the years it was named the fastest growing city in America. Cesar also worked as a program manager for Community Development Block Grants in  rural communities in Central Texas for two years. Cesar received his Master’s in Community and Regional Planning from the University of Texas at Austin in 2017 and has been a certified planner with the American Planners Association since 2022.”
