Rep. Charlene Fernandez represents Arizona’s 4th Legislative District, covering southwestern Arizona, including most of Yuma County and parts of Pima, Maricopa, and Pinal counties. A Yuma native and Northern Arizona University graduate with a degree in Education, she has served in the state House since 2015.
Before her legislative career, Fernandez worked 12 years for Congressman Ed Pastor, where she helped establish the first Veterans Administration clinic in Yuma County. She also served as a liaison for the Arizona Department of Environmental Quality under Governor Janet Napolitano.
Fernandez serves on the Appropriations Committee and was elected Democratic Leader in 2018. She previously served as Democratic Whip and on the Yuma Union High School District Governing Board. Known as an education policy leader, she was named Legislator of the Year by the Arizona Parent Teacher Association in 2016.
Fernandez focuses on education funding reform, food security through her work on the Arizona Food and Agriculture Policy Advisory Committee, and criminal justice reform, particularly opposing private prison expansion.”
Carolyn’s note: Previous AZ Dems Chair Robert Branscomb was ousted from his position in July, 2025 (after serving 6 months). Kim Khoury is presently Acting Chair.
