Tom Horne hired the woman who ran an Independent Expenditure campaign for him — an IE he may have been too closely connected with — despite questions about her qualifications. He was involved in a hit-and-run accident while another employee, who, it's said, he's carried on a long term sexual relationship with, was in the car — a woman who followed him from the Department of Ed to the AG's office even though her qualifications were questionable.
Then Horne investigated employees who might be leaking information about his questionable hires and checked party registration of employees and looked to see if any of them gave money to his opponent, Felecia Rotellini.
Horne, ever the sleaze, looks like he's crossed the line into unethical or criminal behavior a number of times. And he's the guy we're supposed to trust to use the state's legal authority to bring bad actors to justice. The phrase "Physician, heal thyself" comes to mind.

I do recall that teaching colleagues who worked in the PV District threw a large party when Horne retired as a School Board Member. Oh yeah, he was not invited.
