Paul Krugman states my thoughts about the Goldwater Institute exactly, even though he's talking about the Heritage Foundation:

Whenever you encounter “research” from the Heritage Foundation, you always have to bear in mind that Heritage isn’t really a think tank; it’s a propaganda shop. Everything it says is automatically suspect.

You should always remember:

1. Don’t believe anything Heritage says.

2. If you find what Heritage is saying plausible, remember rule 1.

The concept works perfectly for G.I. Sometimes they get it right, but only because "right" is on the same side they are. G.I.'s job is to act as a propaganda shop, using often slanted research and information to supports its agenda.

Put simply, neither its research nor its conclusions are to be trusted.
