Who writes these headlines?

Headline in the Star:

Patients to pay big in health overhaul

Actually, no. Read the article. It says some will pay more — not "pay big," pay more — many will pay less, and high income people (more than $1 million income for a family) and those with very pricey insurance policies (more than $23,000 per year for a family policy) probably will pay an increased tax or surcharge.

A google search shows the most common headline for the AP article is "There'll be a price for new health care benefits." That's what the article says. Not "Patients to pay big."

Who the hell writes these headlines for the Star? "Make it bleed! Make it bleed!"
