Dr. Steven Rayle was at the Congress on Your Corner event and was an eyewitness to the shootings. He indicates that Loughner shot Gabby first, then turned his gun on the crowd. Rayle was not shot himself.
Dr. Rayle also said that Loughner had two additional clips of ammunition and was trying to reload when tackled by other by-standers. Dr. Rayle then helped hold Loughner down until authorities arrived.
