Arizona Governor Katie Hobbs Announces State Investments in Rural Infrastructure and Signs Water Security Legislation Into Law

Arizona Governor Katie Hobbs has been on a good run recently.

Fresh off a successful legislative session where she secured investments in her Arizona’s Promise Agenda in the annual budget and conveying a strong presence in her reaction to the recent wildfires engulfing portions of the region by the Grand Canyon, the Governor, this week, announced state investments in rural infrastructure and signed the agreed upon AG to Urban Water Security Legislation into law.

A year after reactivating The Greater Arizona Development Authority (GADA,) Governor Hobbs announced, via press release on July 28, 2025, that her office was sending funds to assist in the development of the Panther Bridge Project in Superior, a technical assistance loan for Escudilla Mountain DWID, and planning and design of a levee system for Winslow.

The total amount allocated to these investments is:

  • $1.3 million for Superior.
  • $40,000 for Escudilla Mountain DWID.
  • $100,000 for Winslow.

It is the first investments in rural infrastructure by GADA in a little over ten years.

According to the press release, future investments for new projects amounting to $60 million will be announced over the next year.

Commenting on the rural infrastructure investments in her press release, Governor Hobbs offered:

“We are bringing the Arizona Promise to life in rural communities across Arizona. When I reactivated GADA last year, I knew it would become a vital resource for communities that have been overlooked. These projects address critical infrastructure needs while creating pathways to economic growth and community safety. Every Arizonan, regardless of their zip code, deserves reliable infrastructure that connects them to opportunity.”

Later on social media, her and her team posted:

“Big news for rural Arizona: Today we announced upgrades to water systems, and public safety infrastructure in communities that have been overlooked for too long. These projects address critical infrastructure needs while creating pathways to economic growth and community safety. Every Arizonan, regardless of their zip code, deserves reliable infrastructure that connects them to opportunity.”

Yesterday, (July 29, 2025,) the Governor held a public ceremony where she signed the AG to Urban Water Security Bill.

In a social media post, the Governor commented:

“Today we celebrated a huge water policy win. SB1611—our bipartisan Ag-to-Urban water legislation—marks a major step toward securing Arizona’s water, lowering housing costs, and growing our economy. Thank you to the advocates, lawmakers, and community leaders who worked tirelessly to make this happen. Together, we’re protecting our most precious resource while building a stronger Arizona.”

Hopefully, the Governor will be able to build on this momentum next year to convince legislators to pass the Rural Groundwater Act she and a bipartisan group of legislators and public servants proposed during the last session.
