Looks like Russell Pearce wants to increase state revenues by taxing Arizona college tuition. He doesn't call it a tax, but that's what his proposal amounts to:
Lawmakers are eyeing an extra $56.7 million collected in tuition by the three public universities, possibly to help balance the state budget.
See, the universities raised tuition between 7 to 8 percent. And now Pearce wants that to go, not to education, but into the state coffers. That's a 7 to 8 percent tuition tax, no matter how you slice it.
Aren't these guys supposed to be anti-tax?
Either use the money for the universities as was intended, or refund it to the students. Those are the only reasonable options. (Actually, the most reasonable option is to furnish more state funding for higher education and cut tuition to reasonable levels. But that would mean more taxes, and these folks say they don't like taxes.)
Arizona's right wing hates public education, and I think they hate higher education the most.
