Which Guv are we to believe?

The March, '09 Guv who advocated for a $1 billion temporary tax increase:

"We cannot place all of the burden on our children and their schools.
We cannot place all of the burden on the parents that need day care so
they can go to work and stay off welfare. We cannot leave the sick on
the streets alone to fend for themselves only to overload our hospitals
and our jails."

Or the May 6, '09 Guv, who says, well, maybe no new taxes:

Gov. Jan Brewer is backing away from her demand that a new state budget include a temporary tax hike or face certain veto.

Or the May 7, '09 Guv who says, I'm sticking with my March plan, including the tax hike (from a news release issued by her office):

“Since my address to a joint session of the Arizona Legislature in
March, I have been very clear about the necessity of and my support for
a comprehensive, balanced 5 point plan to bring our state budget back
into balance. My support for all 5 points of that comprehensive plan
has not changed.

[snip]

"The 5th and final point of my budget plan includes a temporary tax
increase of at least $1 billion per year to avoid devastating our
education, public safety, and vital public health budgets.

[snip]

“Now, more than ever, dramatic steps are necessary to protect our
education system, sustain our critical public safety needs, and protect
our state’s most vulnerable. Now, more than ever, all 5 points of my
plan are necessary to get the job done, and to return the State of
Arizona back to a path of prosperity.”

Color me confused.
