UPDATE: The Tucson Weekly says Oro Valley Don't Need No Stinking (General) Election:

Incumbent Bill Garner and challengers Brendan Burns and Mike Zinkin all appeared on more than 50 percent of the ballots cast, which means each of them is automatically voted into office and negates a need for the town's planned general election in May.

Burns, Garner and Zinkin will be sworn into office in June.
