
Unity Rising USA’s Executive Director, Jacob George, called on the Citizens Clean Elections Commission to investigate the Trump youth group Turning Point USA for violating Arizona’s campaign finance disclosure law.
Turning Point and its founder, Charlie Kirk, have close ties to Donald Trump and are actively working to elect right-wing conspiracy monger Andy Biggs.
Jacob George filed a complaint against Turning Point Action and Turning Point PAC (“Turning Point”) for violations of the “Voters’ Right to Know” law designed to promote transparency and accountability in Arizona politics.
Turning Point failed to file any disclosure reports required by Arizona law and failed to identify major contributors in mandatory disclosure statements included in media communications.
“This isn’t the first time Turning Point has failed to follow the rules, and it probably won’t be the last,” George said.

Previous Turning Point violations
This is not the first complaint against Turning Point for violations of campaign finance laws at either the state or national level.
- Turing Point has spent a fortune to support Republican gubernatorial candidate Andy Biggs. To date, TPP has reported $458,611.85 in independent expenditures supporting Biggs, who was endorsed by Trump.
- Most notably, TPP spent $352,000 on a television media buy on June 2 to air ads supporting Biggs.
- A digital ad was posted on Turning Point’s COO Tyler Bowyer’s “X” account on June 3, 2025.
- Turning Point hosted a “Biggs for Governor Rally” at the Arizona Biltmore on May 31, 2025. Biggs, who has previously taken the stage with racists and antisemites, spoke at the rally, saying he wanted to make Arizona “Florida of the West.”
- More spending is imminent. In fact, TPA posted on its “X” account that it plans to spend more than $500,000 in support of Biggs.
- As recently as November 2024, Turning Point Action was fined $18,000 by the Federal Elections Commission for violating federal campaign finance laws by failing to disclose more than $33,000 in reportable contributions. The FEC fine followed a 2021 complaint made by Citizens for Responsibility and Ethics, a nonpartisan watchdog organization.
- Even other Republicans have raised concerns about Turning Point’s conduct. Based on a complaint made by a Republican activist, Turning Point was previously investigated by the Arizona Secretary of State’s office for potential violations of Arizona campaign finance laws.
Arizonans overwhelmingly voted in favor of the Voters’ Right to Know Act in 2022 (also known as Prop 211), which requires groups to disclose the original sources of their funds when they spend more than $50,000 on media to influence statewide elections in any election cycle.
“Regardless of party, I think Arizonans expect everyone to play by the rules, especially after the years spent by Turning Point leadership decrying non-existent fraud in Maricopa County”, George added.
