With just nine days to reach a crucial budget deal, the number two Republican in the House, Majority Leader Eric Cantor, shocked the world by admitting that he has no idea how to solve the budget problem… because he has no idea how a bill becomes a law. Cantor on how laws are (not) made:
In a press conference today, Cantor promised to present the "Prevention of a Government Shutdown Act" on the House floor on Friday. He said, "that will say to the American people: the Senate's got to act, prior to the expiration of the CR. If it doesn't not act, HR 1 becomes the law of the land."
Errrr…as School House Rocks or any other American kid can tell you, that's not how it works. A bill cannot become the "law of the land" unless passed in word-for-word, identical form by the House and the Senate and then signed by the President of the United States. Sorry, buddy.
