Which PC’s are qualified to vote?  You need to be a ballot-elected PC’s or officially appointed by your county board of supervisors, by Jan. 1, 2008.

How do proxies work? “Persons who have registered and who
must leave the caucus before
voting may give their ballot to another qualified voter of the same
Presidential preference to cast the ballot by proxy. A person cannot
hold more than three proxies (III.A.2.f).” In other words, PCs have to
register in person, and then hand off their proxy, unlike most state
committee meetings where you can convey your proxy in advance.

Other Delegates: All at-large and pledged PLEO delegates and their alternates will be elected at the State Convention on April 26,
  2008 in Phoenix.

Delegate Candidates by CD:

The list is a little long to display here. You’ll note the list of
Clinton nominees is somewhat shorter than the Obama list due to the
campaign’s strikes. Each campaign has the right to disqualify nominated
delegates at their discretion. The reasons are legion, but in comes
down to the fact that a campaign has a right to choose who gets seated
as their delegates, and they generally use that power to ensure that
the hard-workers and key volunteers and supporters get the plum of a
ticket to the Convention. Interestingly, I have been contacted by one
nominee for Clinton
delegate looking for support who wasn’t on the list, apparently unaware
that she’d been
struck by the campaign. I don’t know who is determining which nominees
get struck from the Clinton lists here in Arizona. If you know who is
designated with that power, please leave a comment.

The Obama campaign has chosen not to use their strikes. Instead,
they are relying on the local PCs to know who worked for the campaign,
and who just wants the prestige of attending the Convention without
having done any of the work.  So, if you don’t know who to vote for
when you get to the caucus, look for people who were deeply involved
with volunteering on the Obama campaign, and vote for them, or ask them
to tell you who was in the trenches with them.

UPDATE 3/8:

My correspondent and prospective HRC delegate got back to me about
the Clinton campaign’s strikes. I still don’t know if there is someone
locally controlling the strikes:

Well, I spoke with Sasha Bruce from the HC campaign yesterday. She is based in the Arlington, VA office.
She
basically began by saying they’d had a  lot of delegate candidates come
forward and that they had the ability to strike, so they looked at
people who had NOT been active in the campaign.

That
was the end of her trying to justify it to me. I told her exactly what
I thought of the whole situation, and the fact that they had taken away
my ability to be involved in the process. When I said, "Obama’s
campaign isn’t striking" she just said very softly, "I know."

Needless
to say, my correspondent indicated that HRC just lost a enthusiastic
and influential supporter, and Obama has gained a new one.
