Warning: School Choice Can be Hazardous to Your Community

Carol Burris, Executive Director of the Diane Ravitch’s Network for Public Education, recently wrote about the direction President-Elect Trump appears headed with education. “There are clear indications” she said, “that President Obama’s Race to the Top will be replaced with something that could be called ‘Race to the Bank’, as the movement to privatize education seems certain to accelerate.” Trump’s promise to redirect $20 billion in federal funds (most likely in Title I monies), is a good indication of that desire to accelerate. Of the redirect, Trump himself said, “Not only would this empower families, but it would create a massive education market that is competitive and produces better outcomes, and I mean far better outcomes.” Recent studies though, just don’t bear out those “far better outcomes” and although Congress previously considered redirecting Title I funds, they scrapped it with the Every Student Succeeds Act.

Nonetheless, Trump seems determined to press ahead as indicated today by his pick of Betsy DeVos, a forceful advocate for private school voucher programs nationwide, as his Secretary of Education.  And although his website claims that school choice is “the civil rights issue of our time”, the Nation’s leading public education advocate, Diane Ravitch writes, “school choice is not the civil rights issue of our time, as its proponents claim; it is the predictable way to roll back civil rights in our time.” Her words are born out by the fact that segregation in the United States is now the highest it has been since the early 1960s. And to that point, the Arizona Republic writes that vouchers, tax credits and charters are used “by those who least need help”, “siphon money from traditional district schools”, and “are thinly disguised workarounds that wealthy parents can use to keep their kids out of the district schools where students of color are in the majority.” Jeff Bryant, on educationopportunitynetwork.org, writes, “it’s hard to see how a system based on school choice – that so easily accentuates the advantages of the privileged – is going to benefit the whole community, especially those who are the most chronically under-served.” After all, we all know there are plenty of disadvantaged families who will likely never be able to access school choice options, partially because it really is schools’ choice. This reality plays out every day when commercial schools either don’t admit those students they don’t want or, weed them out early on.  The desire to not call attention to that truth may be part of the reason we’ve begun to see the rebranding of “school choice” to “parental choice.”

Government vs. Commercial

During his first inaugural address, President Ronald Reagan said “government is not the solution to our problem; government is the problem.” Grover Norquist, of the “no new taxes pledge”, doubled down on this line of thinking with his goal to “to get [government] down to the size where we can drown it in the bathtub.” This GOP focus on government as the problem helps explain why those out to kill district schools refer to them as “government” schools. After all, “government” is the problem so how can “government” schools be any kind of solution for America’s students?

Yet the truth is that there are great district schools, great charter schools, great private schools and yes, even top-notch home schools. Of course, there are bad examples of all these options. Each option is just one of the tools in our country’s educational tool kit. The most useful tool in the tool kit by far however, (as proven by the 94.3% of American students who use it), is our system of public district schools. Charter schools have been around for twenty-five years, yet the overwhelming “school choice” for American families is still district schools. There is a place for other school choice options, but it shouldn’t be first place. Not in terms of taxpayer funding and not in terms of our nation’s focus.

Matt, Matt, Matt, look at you, calling a parent of a 3rd grader your opponent. Really? In both your current capacity and your previous positions at the Goldwater Institute and the Alliance for School Choice, you’ve proven yourself a leading advocate for school choice and charter schools. Makes this back and forth seem a little like a David and Goliath match up doesn’t it? I’d like to suggest that instead of the Copa Cabana, perhaps you should be singing ole blue eyes’ “I’ve got you under my skin?”

If you’re following Arizona politics right now you know that a big issue is Prop 123, which will be voted on next month here in a special election. It would significantly increase the annual distributions from the state land trust to schools and is touted as a solution to settling the lawsuit against the state for underfunding education since the recession.

This happens to be going on at the same time as budget negotiations, and as many critics of Governor Doug Ducey and skeptics of Prop 123 have noted, the Governor and GOP majority in the Lege are not exactly acting with anything resembling humility in advance of asking the electorate to forgive them for failing to fund public education. For one thing, they want to give charter schools $100 million out of a bare-bones budget. For another, they are poised to give $5 million to a think tank led by a libertarian crackpot named William J. Boyes, who hates public schools.

Accountability in Arizona…not so much

Two headlines in the AZ Star caught my attention this morning: “Plan adds state cash for private education” and “Veto-proof majority backs repeal of JTED cuts.” The first one is about Representative Justin Olson’s bill to remove any limits on Empowerment Scholarship Accounts (ESAs.)  The second is about the Legislature’s plan to reinstate the $30 million in JTED cuts they made last year. Evidently the Legislature is now saying “my bad” about the 7.5% cut (about $400 per student) to charters and districts with students enrolled in JTED. According to Diane McCarthy at West-MEC, legislators weren’t really aware of what they were doing. “After the fact, some legislators said they didn’t understand what the impact of that (cut) was,” McCarthy said. “There’s a lot of talk about how do we fix it.”

I’m really glad the Legislature has come to its senses and intends to restore the funding, since 96% of Arizona students enrolled in CTE graduate from high school, 21% above those who don’t. Most CTE graduates also go on to post-secondary education and jobs and they score higher on standardized tests. CTE really is a win-win-win as the recent letter to the AZ Legislature signed by 32 business and education entities made clear. What really caught my eye about the JTED article was a quote from Senator Don Shooter who introduced the legislation to repeal the cuts. In response to Senate President Andy Bigg’s accusation that the program has insufficient oversight, Shooter said one key is “transparency.” Thanks for the segue Don.
