I warned you about this. During sine die week bad bills you thought were dead are really the living dead "zombie bills" that return to life in the crush of legislation when no one is paying any attention.

The Arizona Senate has reversed itself and approved a proposed ballot measure to declare that the state has sovereignty over the air, water and other natural resources within its boundaries.
The proposed constitutional amendment failed on its initial Senate vote but was approved Monday on a 16-14 vote.
It had already been approved by the House but now returns to that chamber to consider changes made by the Senate.
Republican Sen. Alvin Melvin of Tucson has said the proposal would position Arizona to fight alongside other states in West to take control of forests and other resources.
Democratic Sen. David Schapira of Tempe has called the proposal a waste of time. He says supporters should just propose that Arizona secede from the union.
Last week the Arizona House revived another "zombie bill," SB 1332, this one "demanding" that the United States government extinguish title to all public lands and turn the land over to the state of Arizona.
The 35-15 vote sent the bill to the Senate. That chamber already approved an earlier version of the bill. The bill would cover national forests, national monuments and wildlife refuges but exclude Indian reservations, military bases and national parks.
The original Arizona bill was considered dead last month after the House Rules Committee voted that it was unconstitutional.
Yeah, it's still unconstitutional.
Ballot measures are not subject to the governor's veto. Arizonan's may actually have the embarrassment of having to vote on secession from the United States on the November ballot. Not only should you vote against this measure, but not one of the Birthers-Birchers-Secessionists who voted in favor of these bills should be allowed to return to office. Not one.
