Hot Takes on CD6 Congressional Debate: Jo Mendoza v. #CiscoMAGA

16:41: Initial thoughts: This debate will be something of a challenge for Mendoza. She is not as experienced and polished as Ciscomani, and he has a very positive upbeat presentation vibe, whereas, depending on the day, Jo may not put out a good vibe or can be didactic. But I’ve never seen Jo actually debate, so her stumps may not be a guide to her debates. Juan will push to reframe every question to his advantage, often without answering the underlying Q and Jo will need to hold his feet to the fire or highlight what is ignoring or eliding in his slick answer, if the moderator doesn’t do the job – which they generally don’t. Juan will simply deny or elide the damage to Arizona families his and Trump’s OBBB has done to AZ. He will make specious claims with dollar amounts – but no context – about his aid for local causes and infrastructure and help to military personnel and their families, but never mention the downsides he’s also imposed. Basically, he going to lie by omission A LOT! Jo will have to couter this by providing context and the real record of devastation he has wrought.

This debate needs to be a plebiscite on Juan’s record. If Jo lets it be anything else, she loses. Average voters viewing this debate have to hear and believe what a MAGA tool he is, and how he’s harming his constituents, especially rural and business voters. If Jo fails at that, she fails.

My fear is that she will focus too much on her bio and not enough on Juan’s record. She also needs to contextualize everything by appealing to shared values and not get bogged in the controversies Juan will try to enmesh her within. She needs short and concise value statements of values to shove his allegations and distractions away and move the target back onto his record. Whenever there is an opening she needs to absolutely go for the jugular on his record. This debate will be excerpted across ads and social media, and the gotcha moments need to be her eviscerating his record and explaining how he’s harmed his constituents and his devotion to the MAGA line. She’s the challenger and so she needs to demonstrate how badly he’s doing the job and how she would be different in those regards. She needs to avoid conflict on the cultural nonsense Juan will try to trip her on. She also needs a clear contast on immigration showing she will be tough, but not allow inhumane or unconstitutional treatment of immigrants, refugees, and foreign guest workers and visitors. She can’t get further right than him, so she needs to demonstrate that she is with the vast majority of voters who disapprove of DHS/ICE/Trump’s brutal and violent methods. She also needs to call out his hypocrisy in failing to reign in the Administration given his own background.

DEBATE BEGINS: I’ll be timestamping with the YouTube time stamps, so readers will know where I am in the video. Disappointingly, only 39 people are also waiting for the livestream to commence.

01: Hmm. Actually no time indicator on the AZPM livestream… so I will use the minutes after 6pm for a time mark, which should mirror the permanent YouTube post after the live stream.

02: introductions and openings: Cisco opens with 9/11, and proud immigrant/American Dream. Says his voted ‘most bipartisan’ by someone. Accuses Jo of tax cheating and refers to his atack site. Context note: this is about Jo mistakenly claiming a rental property as a primary address for a couple years, which amounted to about $800 in savings, which she has paid. Cisco makes it sound like crimiinal behavior!

03: Jo leads with her farmworker family, and armed services record, her deployments, stint as a drill instructor. Underlines her oath to uphold Constitution and it not ever expiring.

05: Affordability and policy to bring down prices: Cisco acknowledged the struggle, six kids, feels it too. Blames Biden for inflation. standard GOP lines about more government and more taxes. We’re on track, calls out middle and working class tax cuts. Accuses Jo of wanting to raise taxes. Touts keep more of your money.

07: Jo underlines her family getting assistance from gov, and hits Cisco for OBBB for cutting food aid, voting for tarrifs. Story about prices in grocery in rural AZ, gives actual prices for baby formula. Cisco voted for all of it.

09: moderator asks about his vote for OBBB. Cisco talks about strengthening safety net? Underlines the working tax cuts and child assistance in OBBB. Ignores the cuts, puts it down to preventing fraud as reason for contraction in benefits. Lying about the extent of fraud and investigations. Accuses Jo of wanting to raise taxes on those same items she quoted higher prices. Also throws in tax fraud accusation again.

11: Response from Jo: accuses Juan of lying. Doesn’t really address the tax fraud accusation. pivots to bipartisan nature of military service.

13: Healthcare and rural hospitals. Juan denies that billionares get tips! 🙂 Medicare cuts, expand and happy talks up his ‘contributions’ and gives the $167m for healthcare misdirection of OBB.

15: Jo hits him on rural hospitals and Juan knew the impact and voted for it anyhow. Emphasis on servant leadership. Underlines problems with access to healthcare in rural areas, pins that on Juan.

16: Juan accuses Jo of half-truths and half-lies. But that’s exactly what he’s doing! Says he pushed back on those bad aspects, and fought, but ultimately voted for it.

17: Jo says we need to roll back the provisions of OBBB as what policy change she wants. Pushes back on Juan’s lies about OBBB, bringing a glass of water to a fire your started.

18: Juan calls her a liar AGAIN, and says he’s bipartisan AGAIN. Touts his attack site again.

19: Veterans issues: Juan cites 80K vets in district. Reminds his service on Vet Affair Comm. Claims to have increase vet funding every year in office. Cites a circumstance where he prevented a facility closure, and staffing for vets issues, $8m back to vets by that staffing. Claims credit for cutting down on overhead and staff costs.

22: Jo hits Juan on the Iran war and his support for it. Juan is allowed to butt in to attack Jo again as a tax and spender. Calls her liar again and cites attack site again.

23: Jo reminds that SHE get her h/c at VA. Doctor shortage and hits Juan on Musk and DOGE. Hits him again in a general way for not supporting vets. Needs to have a better example than just support for OBBB.

24: Juan highlights his local ties to the district. Claims town halls, despite never holding one in Tucson. He’s better at using more specific facts about his record to support his case than Jo has been in attacking it. Touts his accessibility.

26: Jo underlines her ties to district. Turns to Iran again, but is not citing things Juan did except ‘not standing up’ for vets and servicemen. Hits him on failig to vote on war powers act measure re Iran.

28 Jo touts servant leadership again. Criticizes Trump for Iran policies. Again talking about generalities, rather than specifics of what Juan has done. Talks about USS Lincoln deployment, and criticizes Juan for inaction, and support for Trump.

29: Juan is making a theme ofJo conveying ‘no specific plans’ that he repeats almost every time he speaks. Iran can’t have nukes, and hits Iran on a bunch of things. Defends his inaction with deflection. Claims they’ve set back the nukes and replaced the regime. Lies.

31: Jo hits on not taking the intel to Congress and getting authorization. Good start, but her ciriticism in process based and unfocused – no theme.

31: Immigration: Moderator ask Juan about Crossing having been reduced, invites to take credit and what further policies Juan would persue (care for a tongue bath, too, Mr. Congressman?): Juan touts the record of reduced immigration and outlines that we need immigration policy and legislation reform. Emphasis on need for workforce. Doesn’t criticize the abuses of immigations. Hits Jo for wanting to open the border.

34: Jo says she supports BP and HLS, denies wanting to defund the police or abolishing ICE. Says she’s a little hurt by Juan’s dishonesty. Boo fucking Hoo, Marine! Make him eat the words! Reminds of her service at peril of her life. No open borders. Security is a top priority. Wants better relations with our national neighbors, and hits on the tarrif war. Fails to specifically hit his record other than lack of action. Juan immediately retaliates without waiting for the moderator. Emphasizes all kinds of specific things he’s done about security, and says Jo won’t accept those things.

36: workforce needs of agriculture: Jo talks aobut her father and family as immigrant ag workers. Says compliance with immigration controls too hard for small farmers. Charge Juan with failing to address these issues in his time in office. Says she want to work to reform and throw Dems under the bus along with GOP!

38: Juan rebuts with statements about what we need to do to balance work with immigration control. we need to ‘expand and do better’ says he supports DACA people, despite his votes to contrary. Jo does not step in to rebut.

40: wall and tribal sov: Juan talks about TO and says that DHS is working with and respecting tribal interests. Wants everyone to work together, claims that tribes dont want open borders under Biden. Jo rebuts with wall making sense in some areas, but wants more tech and investment in our ports entry. again throws Dems under the bus with the GOP. Jo doesn’t challenge Juan’s assertions. Juan jumps back in. Juan is winning the talk time war and Jo is not pushing back. Juan aggrees with everything Jo raised. Jo talks about tribal sovreignty not being disrespected. worries about local law enforcement. Juan jumps in AGAIN with a criticism of lack of specificity by Jo.

44: Water: doesn’t want water to be partisan, wants to be more bipartisan, assure that everyone takes fair cuts, Interior takes over, criticizes Dems for failing to get state to state negotiations. Claims credit for lobbying the Fed Interior for a better deal for AZ. Jo had better push back! Jo says obvious things about the importance of water. Jo is not criticizing Juan or pushing back on his false credit taking. She’s just in default mode.

47: voting rights and Trump’s attacks on voting: Juan says he supports mail-in voting, despite that he voted for restrictions. Lies that dead people and people can vote without ID? Don’t know what the fuck he’s talking about, possible eliding ID for mail-in votes. Jo doesn’t push back. Says vote ID is already law and she supports that. Wants to protect mail-in voting. Juan claims Jo endorsing the SAVE act! Jo: Don’t put words in my mouth.

50: bipartisan issues: Jo voting rights and water. Juan agrees and claims to help override a Trump veto. Says he’s stood up to his party on these issues.

51: silly speed round. Juan gets to tout his bullshit most bipartisan award. Juan claims that Dems aren’t bipartisan enough. Juan wins one speed question definitively by making his top issue affordability, while Jo chooses water? Yeah, it’s important, but a Congress Member simply doesn’t have that much influence on water policy except for building new infrastructure, which she never even mentioned in the water section, to my recollection.

53: closing statements.

Jo: pivots back to her oath and asks, “Is Congress making your life better?” Calls Juan a follower, not a leader. Marine mom line.

Juan: Say Jo runs from her extreme record and touts his attack site once again. Why isn’t Jo preped with any response to this attack site? Juan’s normal American Dream nonsense, and asks for vote to keep fighting for it. Much more effective than Jo’s closing, unfortunately.

55: debate end.

Overview and initial reaction thoughts: Jo failed to really land any blows on Juan that he wasn’t able to waive away with the kind of half truths and obsfucations of his record I warned of. Trying to be an objective viewer, Juan was better prepared, better staffed (mainly his repeated use of themes: ‘no specifics by Jo’, the attack site address, his claimed bipartisanship, and claiming her to be the partisan ideologue in the race, and his specificity on his record by which he was able to deflect many of Jo’s criticisms on taxes, h/c, vets, and Iran). As a result, he effectively neutralized Jo’s general, and even specific, attacks on Juan’s record.

Jo seemed insufficiently prepared and not well-served by her staff in prepping her and outlining a consistent strategy by which to hit Juan’s record. She did well in presenting her story and themes, but that is not enough at this stage in the race and in a face to face debate. She really needed to nail Juan and put him off his stride and demonstrate dominance, but failed to do that. She needed to nail him to Trump and MAGA’s record of failure, but she barely even began that attack, let alone drove it home consistently and thematically. At the very least, she should have been nailing him on how historically unproductive and feckless this Congress has been under the GOP majority and how voting for her could punish the incumbent party. If she had a game plan, it was a weak one.

Juan was also able to win the talk time battle. Jo did not stand up for herself, claim time for rebuttals, and jump in on Juan’s lies and about her and bullshittery about his own record. He was able to call her a liar repeatedly without her effectively hitting back. Sorry to say, the night goes to Cisco and anyone who claims otherwise has their partisan filters on. For most low to medium info voters, Juan seemed credible, detailed, bipartisan, and was able effectively highlight the very small benefits he’s brought to the district to obscure the massive harms MAGA has done in Arizona and nationally, without any effective counters by Jo.

Jo comes across as appealing, but not as the scappy fighter she claims to be. Anyone who gave her advice to keep calm and carry on has done her a big disservice. We needed to see the steel and brimstone of a Drill Instructor, and I saw nothing approaching that. Juan cited to his attack site many times and Jo did not have a any counter site to send people to to check Juan’s lies. Why the FUCK not!?He developed his theme of Jo’s lack of specificity in her proposals without an effective counter by Jo. She did not effectively attack his record, despite some good, but underdeveloped attack vectors on OBBB and Iran, and seemed to circle in rote filler material much of the time. She gave many unneccesairly curt answers and stopped when she could have taken more time to develop her attacks his record. She seemed under-rehearsed and under prepped, I see very little evidence that she had an effective murder board to practice against who understood Juan methods and game plan. I’m guessing this mild demeanor, lack of feist and focus, and her milquetoast and unfocused attacks are the work of the same DNC handlers who prepped Engel last round and made her equally ineffective in debate.

Juan definitely spoke more, and that’s a real key to appearing dominant and in control in a debate. She really needs to learn one critical lesson about candidate debates: debates are not about answering the moderator’s questions effectively; they are about challenging, attacking and dominating your opponent while appearing smooth and likeable – even humorous – including expressing your outrage when appropriate (like an opponent lying about you, or directly calling you a damned liar!). Debates are about contolling the focus and the themes you want, despite the prompts of the moderator, while not appearing to be blatantly ignoring the issues raised. It’s about effectively framing the issues the way you want them framed, and attacking and pointing our the artificiality of your opponents own framing. Whomever is staffing and prepping her for this debate deserves the goddamned boot – DCCC dummies no doubt!

I hate to say it, but Juan won. He was able to defend his record sufficiently for most voters, came across as better prepared and specific, and landed many unanswered allegations and lies about Jo.

Carol pointed out in the comments that ICE and DHS abuses were hardly mentioned. Jo should have been denouncing them; instead she says she’s against disbanding ICE, and seems fine with much, or all, of what Trump and DHS are doing in enforcement. She missed a big contrast in immigration that was there for taking by not pinning Cisco to either defend or denounce Trump’s DHS enforcement actions.
