The Tucson City Council has decided upon the procedures for the application process to replace Ward 2 City Councilman Rodney Glassman, who resigned last week to run for the U.S. Senate.

Procedure proposed by Councilmember Regina Romero and unanimously voted on by the rest of the Council: that an applicant would have five business days to submit a resume/cover letter with their eligibility requirements to the City Clerk, to be posted on that office’s website for City residents to review and comment on. Then the Council will hear for 5 minutes from qualified applicants (as determined by the City Clerk) at the next regularly scheduled Council meeting, as an official public hearing. Councilmember Steve Kozachik requested time after each applicant speaks to ask questions of the applicants, which was agreed upon.

Media reports had stated that two interested applicants for this seat are Democrat Paul Cunningham, a Pima County juvenile probation officer, and Republican neighborhood activist Lori Oien, who lost by 817 votes (in Ward 2) to Glassman on November 6, 2007. Oien lost to Glassman in all six council wards: 39,556 (61.15%) votes to 25,004 (38.66%) votes. Cunningham is the son of George Cunningham, former LD 13 State House Rep. and Senator, and is the 1st Vice President of Democrats of Greater Tucson.

Other names that have surfaced as possible applicants are Democrat Clarence Boykins, who ran for an LD 30 State House seat in 2006, and founder of the MLK Birthday Celebration [and current President of the Tucson-Southern Arizona Black Chamber of Commerce], and Republican Ken Morgan, an owner and partner in a new local small business venture, DLM Associates LLC, a renewable energy consulting firm.

According to the Tucson Charter (Chapter VIII, section 2a) a person must be a resident and qualified Elector of the City for at least 3 years immediately prior to becoming a candidate for selection, and a resident of the ward at least 1 year immediately prior. This would eliminate newcomers to Ward 2 to apply. The Tucson charter also states that the successor to the vacant seat has to receive 4 affirmative votes from the Mayor and Council to be appointed.

If you have any comments about those who do apply for this Ward 2 seat (especially if you live in Ward 2), contact the Mayor and Council with your feedback.

Update: These resumes will be posted on the City Clerk’s website by Wed. April 21, with the applicants to appear before the Council on April 27 for their 5 minute speech and to answer answers. A final Council vote is expected on May 4.

In 2007, when I ran for this seat, the City invested over $21,000.00 in matching funds, I believe that it is time the City and the residents of Tucson, cash in on that investment and appoint me to the Ward 2 City Council seat.

Based upon that loony logic, anytime someone leaves office the individual they defeated in the last election — the one voters rejected in a democratic vote — should "move up" to fill the post? I think someone is in serious need of remedial education in American history and civics.

  1. With all due respect, Jim Nintzel is a partisan hack and a flaming idiot. He knows nothing about urban development or city planning. He bashes anybody who is not a Pima County Democrat constantly in his column. Nintzel is a lackey for the hacktivists who want to turn Tucson into a partisan political experiment for creating candidates statewide for elections. Forget business incubation, forget occupancy policies, forget the fact that our city code is outdated, oversized, contradictory, and supported by the Dems he advocates for invisibly. Forget the fact that Tucson is ranked 96th for small business friendliness…

    As long as we have nonprofits, government buildings, top-down centralized power, height restrictions, and every policy imaginable meant to scare business away… Jim Nintzel and the Pima County mob machine will stack the council with their own handpicked candidates to maintain the culture of corruption. Tucson has become the laughing stock of the Southwest because of these goons.

    By the way, not all Dems are bad. I think Shirley Scott and Rodney Glassman made sincere efforts to reform this city and were thwarted by others on the council who were imbecilic on matters related to development and business. Local governance should never be left to (D)s and (R)s but to unaffiliated pragmatists who can develop solutions and not “social justice” policies. This will continue to hurt everybody as a whole and will not lift a single soul out of poverty.
